The Utility Billing Clerk of the City of Watertown is responsible for performing skilled clerical work processing water and sewer bills and payments, assisting with banking, and acting as a receptionist for the City Hall. The Utility Billing Clerk also performs general clerical work and assists with accounts payable and receivable.

Typical Duties Performed

  • Greets the public, determines the nature of business, sells pet licenses, provides information, answers questions, researches files and/or refers as appropriate; may explain policies, procedures, and ordinance requirements; answers basic zoning and PID questions.
  • Completes applications for dog/cat licenses.
  • Accepts payments for water and sewer bills. Balances batches and makes deposits. Prints water and sewer reports. Prepares monthly water and sewer bills by calculating, printing, reviewing, sorting and mailing. Handles customer complaints, questions and adjustments as needed.
  • Coordinates use of Watertown Community Center including scheduling of recurring meetings as well as Wedding Receptions and other special events. Maintains key control, banking of fees and deposits and provides contract and associated information.

Below is a list of commonly requested information regarding your Watertown Utility Bill. If you have any questions about your bill that are not addressed on this web page, please contact cpulley@ci.watertown.mn.us.

Your utility bill is in the form of a postcard. 1/3 is perforated, to be returned with your payment. This bill includes charges for Water usage, Sewer usage, Plant Charge (Wastewater Treatment Plant debt reduction), Base Charge (water availability) and Minnesota Water Testing Fee.

The billing cycle is as follows: 30th of each month — bills are mailed out. The billing usage is for the previous month i.e.: January 30 bill is for December usage. The bills are due on the 15th of each month. There is a 10% late fee for payments received after the l5th of the month.

When returning your utility bill payment. You can return your payment by mail (P.O. Box 279, Watertown, MN 55388) or in person at City Hall (309 Lewis Avenue South) or in the night deposit at Security State Bank in Watertown. You also may have your payment automatically deducted from your checking or savings account. See utility billing e-form on this web site.

If you have higher than normal water usages you could have a plumbing leak. Possible problems include: toilets (sometimes they run silently), water heaters (check for leaking), faucets (in warmer weather this may include outside faucets) or water softeners (may be recharging more often). One easy way to see if your have a problem: Read your meter right before bedtime and once again when you get up. If you use more than 10 — 20 gallons overnight, there is a problem.
